My daughters loved the Tutu School. We went to the Montclair branch. You can watch the class and it is not focused on perfection, more the love of ballet. They use pros like wands, scarves, etc to switch it up while still learning the foundations of ballet (positions and steps, etc). There are optional performances too. 

My daughter is the same age and takes ballet at Tutu school Montclair.  Definitely no focus on perfectionism at this point.  Parents are requested to stay during the lessons in case the little one needs their help.

We have sent our daughter to the Tutu school in Montclair, which has classes down to 18 months old. Kids n Dance in Laurel, with Teacher Ariel, is also great, but the child has to be 3.

Kids n Dance on Macarthur Blvd is a fun and nurturing environment for small children to fall in love with dance. I can also recommend Tutu School in Montclair. The Oakland Parks & Rec Department used to have kiddie dance classes with Miss Marilyn, not sure if that’s still going on. Oakland Ballet School on Piedmont Blvd is very diverse and your youngster may like their pre-ballet class. We did them all. 

Tutu School in Montclair has an outdoor ballet option. They are more about twirling in pretty tutus than learning to be a dancer, at least for the younger set, so it may be a good fit.
