The current session just started, so you'll have to wait till the next session, but the Albany pool has classes and plenty of non-residents come for them. The pool was having some trouble but it seems a major repair was done. The staff are very nice.
Look at the Richmond or El Cerrito city aquatics programs.
My 2 year old takes lessons with the British Swim School and loves it. I chose it because it was the only place with any openings but we've been going now for almost a year and we're really happy with them. We go to the one at the 24 Hour Fitness on San Pablo & Moeser in El Cerrito, and all of the teachers there are great. They do have another location somewhere in Richmond as well.
Our daughter started with the parent-infant classes at the Plunge, then we moved over to Canyon Swim School. Later she also took lessons at UC Berkeley. At Canyon, the littlest swimmers were always in small groups with two instructors. It was great! She grew to love swimming and is now on a swim team as a pre-teen. Good luck in your search!
