hairdresser for short hair (woman)

I am a woman and I like wearing my hair short. I've found that the $15 cuts don't address my cowlick, but I can't bring myself to hand over $100+. I'm looking to pay $40ish / cut, about every 10 weeks. I'd like a place that's more salon-y than barber-y, but a good hairdresser is the most important factor. Berkeley or central SF location a bonus. Any recommendations?

I've been really happy with the short cut(s) (same cut, multiple times) I've gotten from Ruby at Eclipxe at MLK and University. Cost around $60, which is a bit higher than what you're looking for, but worth it IMO.

My hair is not as short as yours, but I get mine cut by Ricardo who rents a chair at Susanna's salon at 1935 Ashby, and I have been a satisfied client for many years.   He cuts hair for women, men, and kids.  HIs prices are similar to Supercuts but he could totally charge more. I'm confident  he could figure out your cowlick.    He mainly does haircuts, not color or anything like that.    To make an appointment, call or text. His cell# is 415-706-1809.   I think his work days are Tues-Sat, but recently I think there is one day when he is not there (I can't remember which day).
