5th Grader Cannot Read
Our nanny's bilingual child is in 5th grade and she still cannot read. She has learning/processing/memory issues and has been enrolled in a charter school in Richmond that has promoted her each year, regardless of her failing grades and updated IEPs. She's a sweet girl with zero behavior issues; she loves learning but has lost her confidence. The family is seeking a new school, but they have very limited financial resources and no knowledge of how to advocate for their child. Any suggestions on a school or organization that could help this child?

Definitely they should move her to a regular district school, and get her into a WCCUSD summer school stat. Her IEP should specify the type of services she needs (probably pull out). Great that you can help them.
There are free training events that are good places to start. Check out these nonprofits and previous things they've offered. DREDFs have advocates who can answer questions for free.

I think the other posters suggestions make sense (regular district school and WCCUSD summer school). You could also reach out directly to the Associate Superintendent for academic services for guidance about transferring, summer school and tutoring. There are a lot of resources at the library too, like online tutoring with live tutors in english and spanish. Talking to a costra costa county librarian may give some other ideas for her learning journey.
I found Community Reading Buddies through BPN. It's a summer program which matches high school students up with elementary school kids for reading practice, and it's free.
