Have you already been in touch with Clearwater Counseling in Oakland? They have programs in Dialectical Behavioral Therapy, which is the main evidence-supported treatment for Borderline Personality Disorder. They have a "young adult" program, which involves a weekly skills class, weekly individual therapy, and phone coaching. We have had experience with two of the therapists there, and both were wonderful.
Other DBT programs in the Bay Area (I have talked to all of them, but only have experience with Clearwater) are Wisemind Institute in Berkeley, Innovative DBT (in Marin), Mindfit (also in Marin), and I believe there are some others in the LaMorInda area.
Good luck! If someone close to you has borderline personality disorder that is currently untreated, you have a very tough road ahead of you. But it does get better. BPD is a treatable mental illness.
