Kitchen work and permits

I'm considering doing one or more of the following to my kitchen at some point: replacing the flooring and/or cabinets and/or countertops -- same layout, same footprint. This would involve *NO* electrical or plumbing work. Info on the web suggests this kind of work does not need a permit, but I am wondering. Thank you!

I have heard City of Berkeley employees talk about this issue. As I understand it, you do not need a permit for flooring, cabinets or countertops. Except for that pesky cabinet with the sink in it. If you have to work on the sink plumbing, you should get a permit.
