What kind of professional do we need?

Hi hivemind. We have a deck and a brick patio that are sinking. The patio is built atop a retaining wall that is failing and adjacent to a driveway that also needs some work. I'm not sure if we need a structural engineer or a general contractor, or something else? The house itself is fine. Thanks for any guidance (and recommendations) you may have.
