The only one that I know is Skyline Ranch. This camp is designed to introduce horseback riding to beginners. https://www.skyline-ranch.com/programs
Sienna Ranch in Lafayette is the next closest option. Roughing it camp in Lafayette has offered horseback riding in the past but they stopped due to Covid. I am not sure if they are resuming it for 2023. If you live close to Oakland Zoo / San Leandro, I believe there is a nice ranch in Castro Valley as well and that would be closer to you than Lafayette or Walnut Creek where there are more riding options.
