Designer/builder for front stairs

HI! I am looking for designer/contractor recommendations to help with rebuilding front stairs of our South Berkeley Victorian. They are in need of repairs significant enough that I think we will need to get drawings and a permit from the city. We are hoping to mostly replace what's there so design-wise it wouldn't be a very big job, but looking for someone who does small projects and is also familiar with the permitting process for the city of Berkeley. And after that we'll need a contractor! Licensed/mid range in price? Thanks in advance!
