BUSD Admissions with IEP, late letter

We have not received our school assignment letter for the 3rd round. When we called we were told that a letter "should" go out by the end of July. In the meantime we have no way of planning our lives (transportation? aftercare?) or helping prepare our child. 

Is it standard practice for BUSD to not assign IEP students until AFTER everyone else? And has anyone been told about this practice upfront, or did you just find out when no letter came?
