There is at least one bathroom open at Redwood Regional Park in Oakland. It was nearish to the Redwood Gate entrance. 

Redwood Regional Park has both paved and well-groomed wide dirt paths. This was one of our favorite places for biking with the new rider at around the same age. The shoreline park around Alameda (this is an EBRP too).

RE: East Oakland playgrounds?

If you have a little more Time, go up Redwood Rd. & continue on down in to the canyon, staying on RR into Redwood Regional Park (about 1-2 mi. Park entrance is on left, plenty of free parking well within park, pay only on weekends. Very nice playgrounds about 1/3 mi. from park entrance, picnic area, w/johns @ park entrance & @ playground. Great safe , quite flat area to ride trikes, scooters, or bikes. A hidden gem.

RE: Hiking/walking trail for strollers

The Stream Trail in Redwood Regional Park is great for little ones. Flat, paved part way, and with bathrooms, picnic spots, climbing trees and even a playground along the way. It starts out through an open meadow area, and then goes into the redwoods along a beautiful creek. Great for a stroller, bikes or scooters. Go into the park at the Redwood Road gate. (From 13, take the Redwood Road exit, head up hill, cross Skyline, and then go down the other side and look for the entrance to the park). We've had a lot of fun there with our family over the years! RE: Safe places to train for a marathon

I would recommend Redwood Park, Skyline Gate. There are tons of people and dogs and many miles of trails to run. There's also a running club called Pacific Striders, that runs often from there. They run every Sunday morning. Oakland Hills Runner

RE: Short hikes with an 18-month-old

Redwood Regional Park, down the road from Sibley, has ridge trails that aren't too up-and-down but can get hot - go on a cool day or bring lots of water and sunscreen. The loop is quite long - several hours at least - but you can go a little ways and come back on one of the smaller loops.

East Ridge trail in Redwood Regional Park (begins at Skyline staging area off Skyline Drive) -- Wide trail, gentle grade hills, scenic.
