landscape architect who will do small jobs?

Neighbors built a deck that has reduced our privacy and we need to add height to the fence between us.  We've settled on louvers as the best way to add privacy while directing as much sunlight as possible onto the rose on the border.  A landscape architect would know how to calculate the right angles for the louvers to optimize the sun, but it's such a small job I'm not sure who to turn to.   Suggestions?  There will be more landscape design work down the road to optimize other parts of the yard, but this piece is time sensitive and we're not ready to do other work yet.
